This should be un- dertaken immediately by the financing of federal, provin- cial and municipal projects to include hospitals, schools, university facilities, access roads and recreational centers etc. Money should be made available for such projects at low interest rates. One mil- lion houses should be built through subsidies for people with low incomes. The economy should be geared to full employment, that workers may have the income to buy the goods and services made available through increased productiv capacity. : DISPLACED WORKERS Immediate and vigorous measures are necessary to deal with the increasing dis- placement of workers by mechanization and automa- tic processes. This is imper- ative in order to remove the fear About present job secur- ity. First on the program should be adequate planning for the re-training and re-placement of workers displaced by ma- chines. If new jobs are not provided, better financial pro- vision must be made for those out of work. The savings on labour costs made possible by automation must be shared by the em- ployers with the consumers and the workers. Measures to this end are required, for in no other way can increased productive capacity be made to work for the benefit of the people. | Jie 7 ioe peti. MRS. A. Congress Explains Situation “In view of the widespread pub- licity given to the reported deci- sion of the National Convention of the Civil Service Association of Canada in Vancouver rejecting affiliation with the Canadian La- bour Congress and because of the apparent confusion which led to this action, it is necessary, in our mind, that the facts be set straight,” Donald MacDonald, CLC secretary-treasurer, said this week, “Obviously, those responsibble have overlooked the most import- ant aspect of the issue, namely that it is only the Executive Council of the Canadian Labour Congress that has the power to grant affiliation to any organiza- tion. Secondly, before affiliation of any group would be consid- ered by the Executive Council, an application would have to b2 filed with the Canadian Labour Congress, which in this instance has never been done. Finally, following receipt of such an application, it is consid- ered by the Executive Council on its merits, having regard to (a) the eligibility of the organization and (b) the desirability of the requested affiliation from the point of view of the Congress and the Canadian labour movement.” Mr. MacDonald added that “the only decision the Civil Service Association of Canada was quali- fied to make was whether an application for affiliation would be submitted to the Canadian Labour Congress.” nr THE CANADIAN POPULA- TION June 1 was an estimated 18,570,000 persons or 331,753 per- sons more than a year earlier.
