Pollock City Administrator Re: Installment Collection of Taxes Alderman Mabbett has requsted that the matter of instalment collection of taxes be placed on the Agenda for discussion with a view to preparing a resolution to the U.B.C.M. Convention to try and introduce more appropriate legislation in this regard. Attached is a copy of the current Section of the Municipal Act and you will note that although it provides for instalment collection, Clause 6 states that any person can deliver to the Collector, a request in writing for exemption and they are therefore exempt from the By-law. It is Alderman Mabbett's feeling that this provision should be deleted, therefore bringing everyone under a system of instalment payments should the jCouncil pass the necessary By-law under this particular section. Although this Section has been in effect for some time it has not been successfully used by Municipalities due to the fact that it requires a considerable amount of organization to set up a monthly billing system and the municipality cannot be sure that taxpayers will take advantage of the system. The deletion of Section 6 and 7 will accomplish what Alderman Mabbett wishes. No doubt he will want to comment further on this item. a L.D. Pollock LDP/w attach:
