THE CORPORATIGN OF THE CITY GF PORT COQUITLAM MEMO NOV 19 1978 TO: Mayor J. Campbell. ; November 19, 1979 FROM: J. Boileau, Deputy Fire Chief. _As the Emergency Measures Coordinator for the City of Port Coquitlam, along with the Fire Chief, I visited the C.P. Rail Yards November 15, 1979 then again November 16, 1979 with Frank Clegg, Director, Lower Mainland Region, Provincial Emergency Program also Don Williams from that office, and Don Cunnings the District of Coquitlam Emergency Measures Coordinator. On both occasions we met with W.A. Spaidal General Yard Master who explained the operations at the Port Coquitlam yards of handling incoming and outgoing trains. The cars containing hazardous materials are piaced in designated areas and kept the shortest time possible befcre they are sent on to their destinations. It is my opinion that the C.P.R. in Port Coquitlam have done a tremendous amount of work upgrading their facilities in cleaning up their yards with new road, lights, installing computors, using 2 way radios which have practically eliminated the use of fuses, which were a great fire hazard. It appears to me C.P. Rail is aware of the hazardous materiais they are handling and are improving their technology every day. Bill Spaidal and his fellow employees were most obliging and invited us back. ' At the present time my only concern at th- C.P. Rail Yards in Port Coquitlam is the lack of a water supply in the areas where hazardous materials are stored. I have discussed this with C.h. White, Senior Fire Prevention Inspector for C.P.
