RE: Canada Manpower Outreach Program Canada Manpower has funds available to establish special job counselling programs te reach areas of unemployment where the individuals’ needs are not being met under the existing manpower offices. The area that they are attempting to reach is the ™ hard core unemployable clients. . : The Department of Manpower develop these programs and seek co-operation through voluntary agencies in the community or through other levels of government in order to assist the Manpower worker in reaching the clients. A grunt is available at the present time in the amount of $11,500. to employ one Outreach worker in the Coquitlam-Port Coquitlam area on a one year progran. The program would tie in with our Poco House operation and the Outreach worker would work in conjunction with the staff at the House as well as staff at the Narcotic Addiction Foundation Branch in Coquitlam, Welfare agencies etc. in attempting to contact hard core unemployables. The emphasis on the program would probably be in the rehabilitation of soft drug users as it would tie in with the goals of Poco House. The Health Committee feels that the program would expand the services available through Poco House and recommends that Council endorse the program.
