Freeman; City Clerk, The Corporation of the City of Port Coquitlam, 2272 McAllister Avenue, Port Coquitlam, British Columbia Bear Sir: With reference to your enquiry of May 3rd in regard to cost-sharing by Fraser Valley municipalities in the dyking improve- ment program, I do not think that we should consider departing from the basic cost-sharing formula already established. If a benefiting area, and this presumably would only apply to one which does not contain a significant urbanized sector, demon~ strated that its capability to finance was limited, then there may be justification to consider some modification of the formula for that particular area; otherwise, the sharing should be in accordance with the current arrangement. I have discussed this aspect of the Flood Control Pregram with the Hon. Jack Davis, and it is my understanding that he concurred with this approach. I would expect that local authorities would. recognize the direct benefits to the community resulting from the increased flood protection and drainage improvement, and would be prepared to participate in the program within the financial linits of the cost-sharing formula, subject to the modification I have suggested above.
