Re: Lane Re-alipnzent at the rear of the Roval Bank property: Back in 1956 a schere was started co define the lane at the rear of the properties fronting on Shaughnessy Screet fron the Royal Bank north tovards the underpass. I would appear that a fate acount of work was done on this Projece, however, it vas not until 1965 that 8 plan vas draun shoving a new lane loca« tion end the adjustrents required to each of the lots involved. A Plan of the achese is attached (marked figure 1) and I have rarked as a shaded sres the land which would have been cransferred from the City to the owners of the abutting lots. ‘The current owners of these properties are also shown on the plan. Agpecently with the preparation of the pian the vhole matter oust have been dropped as the plan wae never registered, therefore, the old property boundaries acill exists, Sand Mountain Construction have now appreached ne to see ££ the project can be reactivated. They are planning reconstruction of their building and 4¢ there is a possibility of redefining the rear boundary it would permit then to design accordingly. En view of our Apvolvenent with the Urban Renewal in this area, X would not recommend taking any action at this time. In the case of the Royal Bank, we would be conveying then approximately thirteen feet / of property and we will only end up purchasing this property back from then when we buy their property for xoad widening on Elgin Street. 1 have also attached a plan showing the possible future layout of the pro- perty after the acquisition of the Royal Bank property and the consolidation of the Urban Renewal lands. You will notice chat the creation of a lane at this point would be suparfluous if the Urban Renewal plan for parking goes shead. In addi¢ion, our Traffic Study nentions en extra twenty-four feet should be reserved for future widening of Elgin. It is possible that twelve feet may come off the north aide of Elgin Street to pro- vide for this widening. . im wiew of the many uncertainties fis connaction with this parce) of jand, I would not reconzend any section in redefining the property lines in this ares. This satter has been discussed vith the Pleaning and Zoning Committee and they ‘concur with this recerzendation. Rere-FieAre¢-Repulat toe "Esetaey The present Fire Ares Regulation By-law of the City prohibits the discharge of firearns within the Cityvith the exception of a certain defined area where firearas may be discharged after obtaining a Permit fron tha. R.C.M.P. Detachaent. The authorized area is roughly the area east of Freezone Street to the tiver.on the north side of the highway and the area east of Broadway sad the south of Kingsway on the south @ide of the town. e Have had nunerous cosplaints from the property owners in these areas about the indis~ eriminate use of f4rearos by-transients and Tequesting that the City prohibit shooting entirely. Otway agreed that dus to the gtowth of the City that there should be goue reduction in the area. Aldorcin Laking suggested that perhaps the ares could be reduced "to pernit shooting in the foreshore arca of the dyke only and that perhaps sone provision could be made for ow re of land to get special - permits to allow hunting on their oon property. 3t was gencrally agreed by the meeting that 1 would be impossible to change regulations at théa point of the year, hovever, it vas agreed thet a reduction of the orea ‘should be tecoomended to Council to establish new regulations for next yeare Mz. Otway agreed to have his group da a survey of the presently ie fined shooting area os he felt that the provision of the Sy-law prohibicing shooting vithia 230 yesre of ann éwelling or of any diyhvay, ete. way alfectively reduce the authorized area, . ; Thia nectlug vas an infvrnal Beeting and vas not a repilerly conatisuted meeting of any erset ing frmaattte af Caunett se one aomantse mab ted wm stan. + abe ae eat ot - mee . ee . oe
