Iskut mining road study draw

The federal Department of
Fisheries and Oceans has begun
their environmental screening
process on the proposed Iskut
River valley: industrial road deve-
‘lopment, and according to C.D.
Patterson of the Habitat Manage-
ment Unit, Fraser River, Northern
B.C. and Yukon Division, his
ministry is seeking input from “all
possible sources".

In a letter to the Area *D’ direc-
tor for the Regional District of
Kitimat-Stikine, Dave Brockle-
bank, he states, "We are not only

‘interested in fish and wildlife but
also in archaeological, social, and
economic concerns as well.”
Brocklebank has now answered
Patterson’s call for input and he
notes both. environmental and
social concems.

According to Brocklebank, there
is always a concern for undesirable
products leaching out of mine
tailing ponds, but good planning
and close monitoring should ade-
quately address that concern. And
as far as the hazard of fuel spills is
concerned, Brocklebank says the
use of propane or natural gas for
heating and electrical generation

would eliminate the problem.

Writes Brocklebank: "During the
construction of the Golden Bear
access road, I made several trips
out there doing deliveries. I was
appalled at some of the things that
they were getting away with. The
soil around fuel storage tanks was
soaked with oil from spills and
leaks, there were only carth berms
around them, and waste oil was
just being dumped anywhere. This
cannot be allowed on the Iskut
Road."

The biggest environmental threat
of all, though, says Brocklebank,
may come from logging. And at

gteatest risk, fish habitat. If, how-
ever, logging is restricted to selec-
tive harvesting, and if there is
“intensive” reforestation, and if
"strong" environmental guidelines
are enforced, the risk might be
reduced.

And then there’s the threat to
wildlife. "Again I make reference
to the Golden Bear Road," writes
Brocklebank. "During construction
there was an awfully large number
of moose antlers and bear skins
around the construction camps,
even out of season."

And there are social and eco-
nomic concerns, primarily, says

local hiring policy by construction
and mining companies. Even
though there is high unemployment
in the Iskut-Telegraph Creek area,
he says, in the past workers have
been brought into the area to do
the work. And, says Brocklebank:
"The vast majority left again when
the bank account was large
enough, the isolation was {co
much, or the resource ‘was
exhausted."

expense of transporting employees
long distances to the site? Accord-
ing to Brocklebank: "There are lots
