THE CORPORATION OF THE CITY OF PORT COQUITLAM C 0 MEMORANDUM APR ~ 4 1977 TO: Mayor and Council March 29th, 1977 FROM: Planning & Zoning Committee SUBJECT: Application to rezone a 4.7 acre parcel on 680 Prairie Avenue from A-1 to RS-2 to permit subdivision of the land into four 1.17 acres parcels. This application needs to be dealt with in concurrence with Agricultural Land Reserve (ALR) appeal application and amendment to the Official Regional Plan (ORP) from current designation of lowland Rural (RRL~3) to Established Urban (URB-1). BACKGROUND: The parcel in question is presently zoned A-1 and is within the established ALR. The ORP designation of this parcel is RRL-3 requiring parcel size of not less than 20 acres. The RRL-3 designation also identifies the land as within the Fraser River Floodplain as defined in the ORP. Before rezoning for subdivision can be allowed, it is necessary that this parcel he first exempted by the B.C. Land Commission and the ORP designation be amended to URB-l. This land apparently cannot meet the require- ments for URB-1 designation. The requirements for URB-1 designation are as follows: 1. An established Urban Area may be extended through Plan Amendment where Cevelopment trends warrant such extension, where such extension is contiguous to exist- ing Established Urban Area, and where both a community water supply system and a community sanitary sewer system capable of fully servicing the proposed Established Urban Area are extended to the edge of the proposed area, 2. An Established Urban Area shall not be extended into a floodplain except where an existing Established Urban Area located in a floodplain or surrounded on all sides by a floodplain is committed to further urban development through early settlement and required additional land for development, in which case such extension shall be contingent upon floodproofing.
