k y Ff i] eA MEMO OCT 4 197% TO: Mayor and Council QATE: September 28, 1973 FROM: Industrial Development and Land Sales Committee RE: Lane Abandonment At the last meeting of Council when the matter of lene abandonment on the . Lougheed Highway was discussed (McLeod Drive~In Property) the Industrial ~ Committee was asked to recommend a policy for handling of future lane abandonments and whether the land so created would be sold or leased or otherwise dealt with. The Committee discussed the matter and feels that unused lane and road allowances should not he dealt with arbitrarily and should not be abandoned unless absolutely necessary. Jt is difficult to set guidelines for all situations involving road abandonment and each case would have to be dealt with on its own merits. In the case of the short pieces of unused road or lane allowance, such as we have been receiving abandonment requests recently, the Committee felt that adjacent ownerg might be permitted to utilize the property for landscaping : access etc. providing that no building encroachment or violation of sideyard ' setbacks occurred. The Committee felt that these small pieces of land might be required in the future for utility purposes or for access and the status of the land as roadway should be maintained. i There may be other situations where the abandonment of a road is necessary to permit replotting or resubdivision of land and the situations would have to be dealt with on therr own merits with value being established for any road : allowances being transferred to an adjacent owner. The Committee recommends the foregoing guidelines when considering lane closures. With regard to the McLeod Lane closure, as this has been in progress for some time and the owner has made certain commitments with respect to the dedication of land in exchange for the lane closure the Conmmittce recommends that this - proceed as previously arranged with title being transferred to the owners for the nominal. fee of $1.00.
