Dr. Arnott had requested that the City enact a bylaw which would make unlawful to possess or use packaging material which is non biodegradable or non recyclable. a I LI Ijl I 5 51 jm it I Tne City Clerk has advised that, in his opinion, the City does not have the authority und r the Municipal Act to regulate packaging materials. The Committee felt that, the above notwithstanding, Council should express concern about the proliferation of environmentally unfriendly materials. The Committee recommends that Council be asked to packaging express concern about the environmental impact of such packaging to our senior government elected officials, Mark Rose, Ian Waddell, and Joy Langan. As well, it was recommended that the next issue of the City Newsletter carry an article encouraging citizens to avoid use of this packaging material. ITEM iil l I Ill M, I I1 I III: ANIMAL CONTROL BYLAW The Committee reviewed a letter fram Mr. and Mrs. Gregson which requested that the definition of vicious dogs be amended specifically include Pitt Bull Terriers as Port Moody and some other tolower mai.nland municipalities have done. The Committee felt that the current definition of vicious dog which was added to the Bylaw earlier this year was sufficient for the SPCA to deal with a vicious dog of any breed, and that was wrong to single out any particular breed of dog. The Deputy Engireer was directed to respond to the Gregsons explaining the vicious dog provisions of the current Bylaw. Stanley reference have estimat.ed at $ 17,600 to $ 24,600, and Dayton 8 Knight have estimated the costtheat cost $ 9,900 to $ 18,600. Both consultants have outlined a very comprehensive program of tasks to be carried out which the Committee trimmed down considerably given the recent information felt could be available from the GVRD's McLaren Report and from other municipalities who have already established programs. The Committee recommends that Council hire Dayton and Knight to carry nut the work at a cost not to exceed $ 12,000, and that Dayton and Knight be invited to attend the next Committee meeting to discuss the scope of work and clarify the intent of the terms of reference. The funding for the consultant's work would be provided the recycling reserve fund which is estimated to have 13,900 availablefrom as $ of December 31, 1989. ITEM V: (a) OTHER BUSINESS: GRCDA RECYCLING SYMPOSIUM FEBRUARY 13-15, 1990 SEATTLE, WASHINGTON The Deputy Engineer presented information on a recycling symposium sponsored by the Governmental Refuse Collection and Disposal Association (GIKBA) to be held in Seattle in February, 1990. recommended that the Deputy Engineer attend the The Committee symposium. The City Engineer will be requested to authorize this. (b) MEETING SCHEDULE FOR 1990 The Committee agreed that meetings would be neld on the first and third Tuesday of every month at 4:45 o.m.
