OTTAWA (CP) — There. are

growing concerns that two proposed
pieces of legislation ending
discrimination against Indian

women and facilitating Indian self-
government die as Parliament
rushes toward its summer break and
‘a possible election.

leadership contenders are gearing
up for anew phasein therace after a
month-long battle to get their sup-
porters elected as delegates to the
party convention this summer. .

Each has built a solid core of
loyalists and now must now try to
build enough support to become king
~— or kingmaker — on convention
voting day June 16.

Informal polls show that a big
chunk of the 2,000 delegates elected
since the party's selection meetings
began April 6 are uncommitted or
unwilling to go public with their first
choice.

When selection. ends Thursday,
those uncommitted Liberals as welt
as the 1,500 parly members who
automatically .get to vote, will be

give it life. .
Over the years, residents. of the
mining-dependent village in thé dry
sagebrush country remained content,
and protective of a slow, neighborly
existence. These days, bingo or a
Friday night dance at the Legion are
as frantic as things usually get.
But the prospect of a government-
endorsed hazardous waste dump
nearby has thrown the 2,500 residents
into’ the throes of a political debate
that threatens to divide the com-
munity as visibly as the mighty
Thompson River which runs through
its heart. :
“We're creating a monster,” says
Mayor Ward Bishop. ‘People have
become suspicious.
“We are starting to set ourselves

against each other.” »

trend-setting rate to 11.13 per cent
from 10.94, six chartered hanks ~

treal, Bank of Nova Scotia, Royal
Bank of Canada, Continental Bank
and Canadian Imperial Bank of
Commerce — raised thelr prime
lending rate half a percentage point

tgage rates are 12.75 per cent for
one-year open, 32.25 for one-year
closed, 13 for two years, 13.75 for
sthree years, 14 for four, and 14.25 per
cent for five years.

. WORSE.FOR CANADA

Meanwhile, economists noted that
the implications of increased rates
for Canada are more serious than
for the United States, While the fast-
growing U.S. economy can handle
some adjustment in borrowing costs
to keep the lid on inflation, the same
cannot be said for Canada, where
the recovery is tenuous at best, .

“We nedd a boost; we don’t need a
tranquillizer,” said Sen Gestrin,
chlef economist at the Canadian
Imperial Bank of Commerce.

“T guess the real problem is we're
out of step with the U.S. They're
growing and we have stagnated.”

pics in Los Angeles, ; :

The timing of the move was dramatic. It
was seen by some as retaliation for the
United States-led boycott of the 1980 Games
in Moscow. And it sent waves of shock and
dismay around the world.

Still some saw hope in the official wording
of the Soviet announcement, relayed
Tuesday by the Tass news agency, that
there could be a change in heart before the
June 2 deadline. ;

“In these conditions . . .," the statement
said. And therein lay what some felt was a
possible out for the Soviets.

If the conditions the Soviets complained
about should change, would they change
thelr mind?

. But the impact was immediate.

Juan Antonio Samaranch, president of the
International Olympic Committee, and
Peter. Ueberroth, president of the Los
Angeles Olympic Organizing Committee,
flew from New York on Tuesday, where the
torch began its journey across America, to
Washington to meet with President Reagan.

“We are apparently paying the price for
1960 — that's our Interpretation,’ said
Ueberroth. ‘The ones who are hurt are the
athletes.”

John Hughes, a U.S. State Department
spokesman, said: We think this is a blatant
political action for which there was no real
justification.”

Four years ago, then-President Jimmy
Carter pulled the U.S. team out of the
Moscow Games to protest Soviet military
intervention In Afghanistan, Eighty one

Olympics.

Chauvinistic sentiments and an anti-Soviet
hysteria are being whipped up in the
country.

“Extremist organizations and groupings
of all sorts, openly aiming to create u-

bearable conditions for the stay of the Soviet’

delegation and for the performance by
Soviet sportsmen, have sharply stepped up
their activity with’ direct connivance of the
American authorities.

“In these conditions, the National
Olympic Committee of the U.S.S.R. is
compelled to declare that participation of
Soviet sportsmen in the Games is im-
possible.”

An 10C official in Lausanne, Switzerland,
questioned whether the Soviet statement
definitely ruled out Soviet participation in
the Games, oe

will definitely not participate,” sald the

statement really says that under prevailing
conditions, the Soviets find it impossible.

“Anything can happen.” - .

The official said there could still: be
another meeting of U.S. and Soviet
delegates since the Soviet Union has until
June 2, the deadline for declaring ita par-
ticipation, to reverse its stand.

“Tcan only hope that the problems seen by
the Soviet side in Los Angeles can still be
solved,’ said Walther Troeger, general
secretary of the West German National
Olympic Committee. : .

Col. Donald Miller, executive director of
the United States Olympic Committee, said:
“The one thing 1 learned in all my
negotiations with the Soviet Union is to
expect the unexpected. The only thing they
are consistent about is their inconsistency, I
would hope that they reverse their position,
but I'm not counting on it.”

, STRIKES A BLOW

Nelson Faillou, president of France's
National Olympic’ Committee, said the
Soviet decision could prove ‘'a mortal blow
struck at the Olympic spirit."

And, while most felt the move was
political, almost all said it was the athletes
who will suffer.

“The athletes were the logera In 1980,"
said Los Angeles Mayor Tom Bradley. “If
the Soviets don’t come, it will be the athletes
who will be the losers.”

Canadian Sports Minister Jacques
Olivier, who offered to mediate the dispute,
said: “I'm still surprised (at the decision)
because the Soviet people are very good
athletes and I'm sure it is not in the interest
of the athletes of Russta to accept it.”

With the pullout of Soviet athletes — and

’ possibly other members of the Soviet bloc --

the strength of the fields in many sports
would be diminished.

The Soviet Union captured the most
medais in the last three Summer Olympics
and, with the United States and 81 other

countries missing the 1980 Olympies in

Moscow, the Soviet Union had an easy time,
winning 80 gold medals, 69 silver medals
and 46 bronze. * .

The 80 gold medals compared with their 49
golds in 1976 and 50 in 1972 when both the
Soviet Union and United States competed.,,
However, a number of black and Arab
countries boycotted the 1978 Games in
Montreal, continuing the political problems
that have plagued almost every Olympics
since the modern Games began in 1898.

Besides track and field, swimming,
basketball, wrestling, weightlifting, rowing,
shooting and gymnastics, the Soviets were

also expected to do well in water polo,

volleyball, handball, cycling and some of the ‘
other less dominant sports. cat

but sources in the industry, who asked nat to

with the LAOOC contains a provision for
reduced rights payments if the Soviet Union

Angeles Games, freeing some tickets being
held “for Soviet ticket holders who were
