(CP) — The Primrose Lake air weapons range, a few miles north of this Canadian Forces base near the Alberta-Saskatchewan border, has become the centre of a dispute between. Oltawa and the two provincial governments. It started several years ago when pockets of oil and natural gas were discovered under the 4,400-acre range. Eventually, it appears all governments will end up on the same side and an early solution based on the meshing of Canada’s energy and defence requirements is possible, Minerals under the land are owned by the two provinces but the federal defence department controls access because it holds surface leases in perpetuity.
