i ade One eran THE CORPORATION OF THE CITY OF PORT COQUITLAM REPORT TO COUNCIL ra Mh Tony Chong September 2, 1994 City Administrator Grants Carlos Felip Director of Planning Application for ACT Grant Planing and Development Comalttee - September 1, 1994 RECOMMENDATION : That Council pass the following resolution: "That the Council of the City of Port Coquitlam endorses the application for a grant under the Affordability and Choice Today (ACT) program to undertake a study of infill subdivision in the City and a review of the regulations of single-family zoning." BACKGROUND: At the meeting of November 22, 1993, Council gave Third Reading to the bylaw to adopt the current Official Community Plan. At the initiative of the Mayor, Council at that time also instructed the Planning Department to undertake work to identify and protect areas of the City where there are large lots and to develap policies and guidelines for small lot infili subdivision. Affordability and Choice Today (ACT) is a program sponsored by the Canadian Mortgage and Housing Corporation (CMHC) and carried out under the direction of the Federation of Canadian Municipalities (FCM), the Canadian Home Builders’ Association (CHBA) and the Canada Housing and Renewal Association (CHRA). ‘The ACT program promotes regulatory reform that is aimed at improving housing and communities. Each year, the ACT program awards a number of grants of up to $20,000 on a competitive basis to muiicipalities, private and non-profit builders, and other housing professionals to help offset the costs of undertaking innovative housing projects and studies of housing issues. As part of the application process, a letter of endorsement of the proposal is required from the municipality. The Planning Department has prepared the attached submission for a grant application for $20,000 to undertake a detailed study of infill subdivision in the City and a review of single-family zoning regulations.
