(a) To facilitate the orderly development of the area and to encourage co-ordination of the siting, form and volume of new commercial and residential buildings and their area for parking, storage and landscaping. To control the interface between multi~famiiy and commercial development and the interface between multi-family and/oz commercial development and other land uses in the area, by implementing adequate buffering between the land uses and regulating the volumetric proportions of the commercial and multi-family residential structures. The northside area of the City provides a distinctive cultural and economic focus. It is a principal objective that development proposals, by adhering to develcpment guidelines applicable to this area, promote a sense of co~ordination, visual interest and scale that reinforces the role of the northside commercial area as a focus point of the community, Guidelines: (a) Character of Buildings: All buildings, structures, expansion or additions thereto shall be architecturally co~ordinated and should be planned in a comprehensive manner, giving consideration to the relationship between buildings ami open areas, efficlency of the circulation systems, visual impact and design compatibility with the surrounding developments. Planning of all buildings subject to Development Permits shall be made with due consideration to the relation between height, gite coverage, yard setbacks and to surrounding properties and ahreets. Townhouses or apartments shall not back on to public roads. Any fencing along public roads must provide for direct pedestrian access to the residential units by the provision of appropriately designed gates. Siting and Accesses: Not withstanding any provisions of the “City of Port Coguitlam Zoning Hylaw, 1987, No. 2240", all buildings within Development. Permit Area XI must be sited as to encourage pedestrian use of the streets.
