MEMO TO: Mayor and Council April Ist, 197 FROM: Alderman E.W. Mabbett APR - 5 1976 Once again I want to bring to your attention, something you are all well aware of, this is the problems with the C.P. Rail. We continue to receive answers from the Pacific Region Superintendent that they will do what they can to improve the crossing tie-ups; but we must remember that they are accommodating a lot of extra traffic due to the C.N. bridge disaster, etc. . We get the similar type of letters from the Board of Transport Commissioners; they will investigate. It would seem to me that the C.P.R. tells the Board of Transport what to tell us, as we never get any help from this, no doubt taxpayer funded body. I understand that part of their function is to try _and improve problem situations by ordering the offender co do something con- structive to rectify some of the problems. What I am really saying is that if the Board of Transport do not already know that there are slow orders on the Westminster Branch Line of C.P. Rail, which I understand from rail employees is in places some 5 m.p-h., due to track conditions, they better get busy and do some proper investigation. If what I understand is true and I am sure there are slow orders, judging by the speed of the trains at both crossings, then we as the represent-— atives of our. citizens want to see some action by this Board, in forcing C.P. Rail to make the necessary repairs to their road bed. This whole situation is no doubt going to continue to worsen just from increased traffic; if the reports that we read about in regard to the C.P.R. truck unloading development goes ahead in the District o£ Coquitlam. I would urge Council to send a strongly-worded letter to the Board of Transport again (with copies to our M.P. and M.L.A.), about our problems, pointing out that we want some concrete action. I would also request Council to have our Administration get as much detail as it can about the proposed C.P. Rail development in the vicinity of the Cape Horn interchange, as this could seriously affect our citizens from a noise and traffic 4 standpoint.
