May 26th, 1975 states "if your youngster is stopped, he or she should simply explain the situation and that will be the end of it." he commented that any youngster could give a very plausible explanation. the last line which states "With a Curfew By-law the police have a legal tool to use to bring this situation to the attention of the authorities in order that help may be given to what must be a very unsatisfactory home situation." and he stated his view that it is not necessarily an unhappy home situation if a youngster is out after 11:00 p.m.; however, Mayor Campbell stated he felt that it would be if a youngster is habitually on the streets after 11:00 p.m. Alderman Thompson pointed out that word "habitually" is not mentioned once in the letter and Mayor Campbell agreed that the letter should be reviewed before it is sent out. Alderman Traboulay inquired whether any consideration has been given to the annual Senior Citizens' dinner, and Alderman Laking advised that this has been scheduled for June 23rd, 1975 at 1:00 p.m. in the Mabbett Room, Port Recreation Centre. Alderman Traboulay referred to a letter concerning the Curfew that was written by the City's Recreation Director to a Miss Saxby from Alberta, wherein it was explained why she would support the Curfew if she was given an opportunity so to do and he requested that copies of a quotation set forth therein from a paper that was delivered at the 1975 Recreation Conference entitled "The Juvenile Delinquent - What Makes Him Tick" be made available to members of Council. Alderman Traboulay stated he was also a little concerned that the Recreation Director would presume that the Curfew was going through, and Mayor Campbeil advised that he had asked the Recreation Director to answer the letter for him. Alderman Traboulay then advised that the plans for the new North Side Fire Hall are proceeding quite nicely. Alderman Traboulay stated his concern that meetings of the Local Government Restructure Feasibility Study Committee meetings are not open to the public, and Alderman Thompson stated that that was the wish of the Committee of the Whole, and the agreement was that a press release would be given by the Chairman (who rotates from Community to Community every two months).
