Re: Dayton & Knight Led. Waterworks Survey. Reference ig made to the Dayton & Knight Ltd. Watervorke Survey C»ced November 2let, 1972, and to the Council Committee Meeting held Monday, January 15th, 1973 at which time Ne. Dayton and Mr. Berzina explained their Waterworks Survey. The Council has recently approved revised Water Rates and Connection charges so that it is now possible to anticipate sufficient funds being available to commence a major upgrading of the eysten necescary to provide for expected population increases, The Greater Vancouver Water District efter receiving and con- sidering the Waterworks Survey advieed the undersigned to inveatigate more thoroughly the desirability of a Welcher Avenue connection inetead of the recommended (by Dayton & Knight) Essondale connection, Thie inveatigation has been completed by the undersigned and has also been discussed at aone length with Dayton & Knight Ltd. It is tecom.ended that a connection approximately in the Welcher Avenue area be instalMed rather than the Essondale connection for the following major reasons: 1, Adequate water supply will be available more quickly to the South side low zone in general and to the downtown area in particular, It . will also cost considerably less than the Easondale connection scheme and this lesser coat should be within projected revenues, 2. The Dayton & Knight recommended schene places considerable reliance on the existing Shaughnessy connection to the South gide, The continued reliability of this connection particularly at the R.R. underpass is possibly open to question. It is recommended that the Welcher Avenue connection be designed to not depend on the continued existence of the Shaugt y oe ‘ton . (2 ; April 13th, 1973 It ig recommended that Dayton & Knight Ltd. be engaged to design i: and prepare working drawings and specifications for a supply line fron the *48 inch diemeter G.V.W.D. line in the vicinity of the westward extension of Welcher Avenue to the north end of Mary Hill. It is further recommended that this supply line be split into two projects, one fren the G.V.W.D. line te the downtown area and one from the downtown area to tha north end of Mary Hill. Ie is anticipated that the first project could be constructed during the winter of 1973-74 and the second Project could be installed during the winter of 1974~75, - It is not anticipated that low water pressure problens any wores than those encountered last sumer on Mary Hill will be faced this sutzer unless the summer ie extremely hot and drys This of course ta because of the fact that virtually no development has taken place on the south aide during the past year. At auch tice as the firet project (supply Line to downtown) ia completed it will ba possible to consider increasing the cap- acity of the existing booster pump station on the north end of Eastern Drives it is anticipated that by increasing this pump station capacity, adequate water pressure will be available to tho existing residents on Mary Hill for ‘ several years, It is recommended that, aside from the exception outlined beleu, the freeze on water connections te new residential developmente on the south aide be terminated since the two supply line projects should provide an adqquate water supply to proposed new developments. Even after the tvo supply line projects axe completed, however, an adequate water supply vill not be available to any new development south of the B.C.
