THE CORPORATION OF THE CITY OF PORT COQUITLAM OCT 20 i986 MEMORANDUM TO: City Administrator October 14, 1986 FROM: City Engineer SUBJECT: Amendment to Traffic Bylaw - Public Werks Committee October 7, 1986 Recommendation: That Division 3 of Bylaw 1117 be retitied "Control of Traffic and Signs" and the following provisions added: 306. "No person shall erect or matIntain a sign or advertisement on or over a highway other than an arterial highway by any means, Ineluding placement, atfixatton or matntenance of a sign on top of a vehicle parked or stopped on a highway." 307. "Any sign erected or maintained contrary to Section 306 of this Bylaw may be altered, repainted, torn down or removed by the City Engineer or a. Bylaw Enforcement Officer, without compensation to any. person for any loss or damage which results." _ Background and Comments: The City has been looking for a way to cease signs placed on vehicles parked on highways. Parking a vehicle on a highway for displaying a sign !s covered In the bylaw now but Is entorcable only through prosecution or Injunction proceedings. The proposed provisions, prepared by the Solicitor, would allow the removal of such stgns by City staff and thus would be much easter to enforce. FeE. P City Engineer
