EW Peters, City Engineer SUBJECT: Bicycle Baffle at Lombardy Walkway - Public Works Committee, May 11, 1982 RECOMMENDATION: That a bicycle baffle be installed at the north end of the walkway between Norfolk Street and Lombardy Place and that the $300.00 be taken from unallocated funds.in the Public Works Budget. BACKGROUND AND COMMENTS: Residents living an Lombardy Place have complained of the use.of this walkway by motorcycles and bicycles. Although it is recognized that bicycle baffles will not stop motorcycles or bicycles from using the walkway, they do have the effect of slowing down these vehicles so that when thev emerge from the walkway onto the street they are travelling slowly. The parents are concerned that children playing within the cul-de-sac will be endangered by a motorcycle coming through the walkway too fast. We usually install bicycle baffles where'a walkway enters a major street in order to prevent bicycles from riding out into the street without having to slow down and take a look. In this case, the request for a baffle is not to protect the cyclists but to protect children playing in the street. This . is a somewhat unusual use for the baffle and I have some concern that we may be getting into another area of expenditures if we start trying to protect children playing in the street.
