A12 - The Terrace Standard, Wednesday, January 15, 2003 U.S. softwood demands could heighten their control over wood use policy in B.C. By JEFF NAGEL A NEW U.S. proposal to end the softwood lumber dispute would force B.C. to lift all restrictions on raw log exports and bring in an array of other. . policy changes. Tt holds out the possibil- ity Canada would collect a border tax, replacing 27 per cent duties now in place. But critics say it could lead to U.S. supervision of B.C. forest policies and Americanization of the in- dustry. Many of the proposals in the U.S. Commerce de- partment document mirror radical forest tenure re- forms the province toyed with in a discussion paper — about a year ago. As with that paper, the U.S. wants an end to regu- . lations that often prompt mills to run even when prices are low. The Ameri- cans say that leads to the dumping of lumber in their market at low prices. B.C. has long used the threat of loss of cutting tights to force companies to cut close to their full al- lowable annual cut, to: pro-- -: <<" cess wood at specific mills tied to licences and to _ limit how long mills can shut down. Such “use-it-or-lose-it” restrictions — which protect forestry-dependent com- munities -- would go if the U.S. gets its way. : “The effect of thes conditions is to alter the economic conditions in fa- vour of the domestic pro- cessing ‘industry in the province,” says the U.S. proposal. It also argues the “social safety net” created by ‘ forest” policy “has ‘led « governments to waive stumpage fees to prop up local jabs when they could have extracted more reve- - Trustee quits job HAL STEDHAM is keep- ing a Jot closer to home these days. ; The Terrace school trustee has decided to quit his job in a community 990 kms away so he won't be out of town during the school year. , He was the principal of -Denetia School in Lower Post, B.C., in the Stikine School District. The U.S. document says eliminating such restric- tions and either selling the land or auctioning timber would help end what it calls the distorted trade in lumber. In down markets, the U.S. argues, mills would if they could shut down more frequently taking lumber supply out of the market, eventually bolstering prices. The U.S. proposals also hinge on a move to mar- ket-based pricing, some- thing the B.C. government has said it’s working on. The American lobby wants much of B.C, timber to. be sold .by.. auctian_or the land privatized altoge- ther, rather than’ timber being tied up in long-ter licences. IWA president Dave Haggard said he’s not im- pressed with the proposal. “Tf timber can be -pur- chased by any bidder, the result is instability and un- predictability for campa- nies, workers and commu- nities,” he said. “If the province sells out rural B.C, workers and communities in the way the U.S. wants they will pay a very serious political price,” Haggard said. . _ Forests minister Mike de Jong said last week he’s studying the proposal. The duties or border tax would be lifted on a pro- vince-by-province basis as each province completes changes lo its policies.
