Orenda president Hugh Cooper said last week the final feasibility and | environmental Studies for the project are finished, and with govemment approval Orenda is ready to break ground in the spring of next year. Orenda first unveiled the concept for the plant earlier this year in an application for Pulpwood Agree- ment 17, an offering from the Ministry of Forests for 625,000 cubic metres of pulp timber out- side the Prince Rupert Forest Region’s annual allowable cut. Orenda applied only for 100,000 cubic metres in the North Kalum area, and the offer was withdrawn by the government last week, but Cooper said it made little differ- ence to Orenda. “We only applied for the North Kalum pulp because it was in our chart area," he explained. . During the six _~ years the company has been-oper- ating the licence, sawlogs have primarily been sold on the export market and pulp has been sold on domestic and foreign pulp markets. Although world pulp and paper markets are currently declining, Cooper says the Orenda plant will’ manufacture a specialty product — a type of lightweight coated paper presently made only in Scandinavia —- that has a more protected market niche, The company investigated a number of potential sites for the Terrace Review — Wednesday, November 7, 1990 A3 project pian : to government. plant, including a tidewater loca- tion in Stewart, but decided it would be most economical to build closer to their forest licence in an area known as Van Dyke, a few kilometres north of Cranberry Junction. The project is expected to cost about $300 million. —_ Cooper noted that the mill will be a zero-effluent design, using a Scandinavian process for pulping that involves hydrogen peroxide rather than chlorine. Pulp offer withdrawn Pulpwood Agreement 17 has been cancelled due to lack of interest. | The Ministry of Forests announced last week that it was withdrawing the offer of 625,000 cubic metres of pulp timber in the Prince Rupert Forest Region. The offer was originally made to encourage the establishment of new or expanded pulp manufac- turing facilities: In the region. When it was announced earlier this year the ministry received Several responses, among them proposals from Skeena Cellulose, West Fraser-Eurocan and Oren- da Forest Products, “The enthusiasm has eva- . porated over the past four to six ‘months due to the pulp mar- kets," sald -regional: forest manager Bob Friesen. "We canvassed the proponents and all of them expressed doubt." _ Orenda, he noted, is still on track with their pulp and paper project in the North Kalum, but only because the project is with- in the means of thelr existing tenure.
