TERMS OF REFERENCE ENGINEERING SER VICES LC IGHEED HIGHWAY CONNECTOR CITY OF PORT COQUITLAM PROJECT 900-288 ) INTRODUCTION: The City of Port Coquitlam wishes to engage a transportation/environmental consultant for the Lougheed Highway Connector to provide services in two parts: PART 1: Prepare a Preliminary Engineering Report on the new four-lane bridge, bridge toll facilites, connector roads, CPR overpass and Highway interchange, plus obtain all applicable Highways, Water Rights and Fisheries and Wildlife Agency approvals for the Lougheed Connector. Prepare detailed engineering drawings and tenders, plus provide inspection and contract administration services for the new four-lane bridge, connector roads and toll facilities portions of the Lougheed Connector. A conceptual report has been recently completed which selected the approximate route of the proposed Lougheed Highway Connector along with concepmal environmental, geotechnical, and transportation considerations. The Preliminary Engineering Report on the Lougheed Connector is to form the basis of the detailed engineering drawings and the tender documents for the Lougheed Highway Connector project. Preliminary Engineering Report: Study available data on existing and future land use. Review existing plans at the City Hall in City of Coquitlam and at the Ministry of Transportation and Highways offices relating to this project including the conceptual review report of the Lougheed Highway Connector prepared by Delcan dated June 1993. Review projected traffic volumes in the Regional Traffic Model sub-area (EMMETI). Meet with the engineering staff at the commencement of the project and at 50%, 90% and 100% stages of the report. Consult with agencies including the Ministry of Environment (Fish and Wildlife Branch, Water Management Branch), Fisheries and Oceans Canada, The Coquitlam River Dyke Commission, G.V.R.D. and the Ministry of Transportation and Highways. Prepare a functional plan of the combined Highway interchange and railway overpass structure to be built in the future as shown on the attached Plan 1.
