SUBJECT: Church Rezoning R24/85 2191 Prairie Avenue. RECOMMENDATION : That City Council direct the Clerk's Office to. prepare a. by-law to rezone Lot 47, D.L. 465, Plan 26362 NWLD from RS-1 to P-2. BACKGROUND: The rationale for suggesting this property be used for a church is, that the site is located at a busy corner and is not a good residential location. In addition, the property would not be approved for rezoning to a commercial use because it would compete with established commercial centres. A church is viewed as the least problematic development that could be located on the property. The site size is approximately 1200 square metres and could accommodate three small house lots or a single duplex. However, as mentioned above the property is located at a busy corner. Due to that it has not attracted interest of a residential builder. A week day traffic count taken along Prairie Avenue near the site counted 9660 vehicles between the hours of 8:00 a.m. and 6:00 p.m. The use of the property that would provide the greatest return is a service station or other commercial use. But locating a commercial use at this location would take away from the existing commercial nodes of Flint Street and Coast Meridian Road as well as the existing small neighbourhood stores located along Prairie Avenue. A Community Plan policy is to direct new business to existing commercial nodes. A question raised by City Council was to compare this application to the large United Church west of Shaughnessy Street at.Prairie Avanue. The United Church has about 75 formal parking stalls and has an attendance of around 250 people. The proposed church building has a maximum capacity of about 100 peuple and provides 27 parking stalls. The two churches will have the similar ratio of attendance to parking when the proposed church building reaches its maximun capacity. The number of parking stalls to be provided at the proposed church exceed the City's requirements. At tha United Church, the number of square feet of public assembly space is unknown so the parking requirements can not be calculated. y Sie nes,
