Recommendation 1: A regional eccnonic Cevelopment body should be
esteblished with the structure and functions identified in
recomendations 2-9.

Recocnendation 2: The goal of the regional econonic development body
should be to expand the tax bese, the esployment base and
generally enhance the eccnoaic developcent of the region. § [t
must be inpartial and maintain the confidentiality of its clients
and prospects. It must both react te the initiatives of
businesscen and take its own initiatives to encourage business to

be reviewed during its third year of cperation. Continued
