District secretary-treasurer Barry Piersdorff attributes the tax rise to the manner in which the school district’s operating year straddles both the calendar and fiscal year. He said last year’s budget increase would _ have been assessed at a rate of 40 percent for last year and 60 per- cent this year, describing it as ‘‘a wave. that gets bigger as it ap- proaches the shore’, The school district’s annual budget bylaw was given three readings, passed and adopted by the board of trustees at a meeting April 28. Total expen- ditures approved come to $24,778,983. General elements within the budget are $21.7 million operating costs, $2.6 million for debt servicing, $320,400 in shareable capital allowances and $128,000 in non- shareable capital expenses. Local taxes to be raised come to $2,997,411. The new taxation rate for residential property: is 9.06541 (dollars per $1,000 assessed value), compared to the ‘previous rate of 7.54535. The average (median) residence in the district, including rural areas, has an assessed value of about $38, 800. Taxation on a house of that. value still falls short of the $380 provincial home-owner grant, but some- = where in the area of $42,000 range taxpayers will go beyond the grant and have to start pay- ing real money, The average house within the. . municipality of Terrace is valued in the order of $65,000. At the current rate, the tax bill is $110.45; the new tate will boost that to $209.25. Some of the new program ex- penditures the board slotted into the budget are: a liaison and : . school coordinator for native students at a cost -of $50,000; a part-time work experience co- ordinator at $27,000; renewal of the Participaction incentive pro- gram for district employees for $12,000; construction of a new adventure playground at E.T. | Kenney School for $10,000; and - an $80,000. allotment for com- puters. Proposals that were set aside included the recruitment of two psychologists for .the North Coast Zone, hiring of a French Immersion coordinator, devel- opment of a forestry program for Hazelton schools and a library security system for Skeena school. ; Piersdorff said the board will pursue other funding avenues for the programs .that didn’t make it into the budget this year.
