City Engineer SUBJECT: REVISED DEVELOPMENT COST CHARGE BYLAWS FOR DRAINAGE, WATER, SEWAGE, & HIGHWAYS (Public Works ¢ Meeting of June 23, 1992) That Council direct staff to prepare revised Development Cost Charge Bylaws for water, highways, drainage, and sewage facilities as shown 6n the attached draft DCC Bylaws. Table entitled "1992 Single Family Residential DCC’s" showing the existing Development Cost Charges for some of the communities in the Lower Mainland compared to the proposed Development Cost Charges for Port Coquitlam in Area 1 - Riverwood Area and Area 2 - Area outside Riverwood. Plans showing the proposed DCC water, drainage, highways and sanitary sewer facilities to be constructed. 5) Figures 1 to 11 containing tables which summarize the Development Cost Charge calculations. It is noted that more detailed calculations are available in the Engineering Department regarding the detailed calculation for the Development Cost Charges. Under the existing Development Cost Charge Bylaws, a single family lot would be paying in the order of $3,500 for single family residential lot. Under the revised DCC Bylaws, the Development Cost Charges for a single family lot would be $14,217 in the Riverwood area and $5,768 per lot in other areas. The reason for the higher costs in the Riverwood area is due to the fact that all the major services will be constructed using the Development Cost Charge Program and the need for preloading in this area increases construction costs.
