The Task Force Recommends That: the provincial government accept as its mandate the responsibility to develop, deliver and coordinate = an adequately funded, comprehensive, high quality child care system that is accessible and affordable to British Columbia families; the provincial government work toward enshrining its child care ~andate and de’ very system in legislation. Chapter Ix Financing and Funding Mechanisms - page 41. Tre Yask Force on Child Cave Recommends: 1. an immediate introduction of a significant increase in the existing daycare subsidy rates to more accurately reflect. the cost of care. A preliminary assessment by the Task Force recommends the following percentage increases: 30 - 35% for children 0 ~ 3 years; 25 = 30% for children 3 ~ 5 years; and, 10 - 18% for school-aged children; Qe an immediate inerease in the income exemption level toward the maximum allowable under federal cost-sharing regulations; an immediate implementation of direct operating grants for existing centre-based infant and toddler programs and new non-profit infant and toddler programs; enriched capital funding be provided to non-profit societies for construction, renovation and purchase of child care facilities; and, development of appropriate capital funding programs to support the implementation of a continuum of care options cutlined in Section VIII - Community Based Delivery.
