City Engineer SUBJECT: Recycling Program - City of Port Coquitlam Recommendations: That Council approve, subject to the GVRD providing processing and marketing services for recycled materials, that the City of Port Coquitlam: ale Use the plastic bag method of curbside pickup of recycled materials; De Commence the curbside pickup of recycled materials in November, 1990; and Provide curbside pickup of recycled materials to all single family and multi family residences. Background: The GVRD will be providing processing and marketing of recyclable glass, newspapers, plus metal and plastic containers to Municipalities in Greater Vancouver who wish to participate, starting in the fall of 1990. The Council for the City of Port Coquitlam has reviewed reports on various methods of curbside collection of recyclable materials during 1990, and has passed resolutions to initiate curbside collection in 1990 using City forces and has allocated funds for this purpose. The key issue, for the City at this point, prior to initiating the recycling program is selecting one of the two recycling methods ~ plastic bag or blue DOX.
