ied THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM TO: City Administrator March 25, 1987 FROM: City Engineer SUBJECT: Sewer Service to 1248 Pitt River Road - Pubtic Works Committee March 24, 1987 Recommendation: That the owner be permitted to service the property with a Sanitary sewer force main connected to a private pump on the property subject to a restrictive covenant being registered against the property informing subsequent purchasers that a pumping station will be required. Background and Comments: This property is isolated from the sanitary sewer system in the south Pitt River Road area and Is the oniy property remaining on Pitt River Road which will not be serviced by one or the other of the sewers being installed by developers. It was originally intended to service this lot by extending the sewer which Is on Guest Street. However, the intervening property is not being subdivided and refuses to allow a right-~- of-way for sewer across the property. The owner (Ss anxious to sell the property as a serviced lot but cannot do so without sanitary sewer. The owner has proposed to use a private sewer pump and force main to the nearest sewer on Pitt River Road. The force main could be constructed now as part of the construction taking place by others but the pump itself would be better left until the building permit is issued as the location of the pump is likely to be the basement of the house. The danger with this solution {is that a future purchaser may not be aware that he has a pump and force main to maintain. This should therefore be spelled out In a restrictive covenant placed on the title of the property. it Is suggested that the entire force main be considered part of the private service connection and the responsibility of the owner for maintenance. ae KK F.E.
