MEMO TO: Members of Council October 6t 19 FROM: — Mayor J.M. Campbell OCT 6 1975 I attended a meeting hosted by Maggie Burtinshaw Saturday in Vancouver. Three levels of Government were there - Leggatt and Reynolds (M.P's.), Gardi Sardom, M.L.S., Mayor Phillips and myself plus people from Wildlife, etc. Three recommendations were accepted: All guns must be kept in a secure place. Licensing of both the hunter and the seller of guns. In order to get a licence they must have proof of training in a recognized proficiency programme in the handling of guns; also, there would be a 48-hour wait before the weapon could be picked up. There is a demand for greater law enforcement on the use of guns, such as mandatory sentences if used by the criminal element; for example, there is a strong leaning towards a 5-year no parole sentence to anyone who uses a gun during a crime. It is expected that there will be a gun law brought up this Fall and we do ‘hope that these recommendations are given thought. We did not go at this time for gun registration because of the very hard line against it by the Wildlife people, We believe that the permit system will be okay for now.
