REPORT APR 1 1974 TO: Mayor and Council DATE: March 27, 1974 FROM: Health Committee The Health Committee met on Tuesday, March 26, 1974. Present were Chairman Alderman Traboulay, Co-chairman Alderman Thompson, Mr. Jack Holmes and Mr. John Van Der Hoeven from the S.P.C.A., Alderman P.F, Ranger and L.D. Poltock, City Administrator. The meeting was called to meet Mr. Jack Holmes who has taken over as the Director of the S.P.C.A. from Mr. Bob Hosegood. The Committee discussed several items relative to the S.P.C.A. operation in Port Coquitlam. 1. Staggered hours for dog patrol - The Committee discussed the possi- bility of incorporating additional men or extending hours of operation to permit the S.P.C.A. inspectors to patrol the City after 5 o'clock in the evening or early in the morning. Mr. Holmes advised that with the present staff he was unable to provide complete coverage and still look after pound operation and service to public. Mr. Holmes advised that Port Moody is still employing an extra man working in- dependently in the Port Moody area and that this has been fairly successful. Problems mainly occur during the period from mid April to September. After a discussion it was deemed that it would be an advantage to have a trial period with an extra man and a leased vehicle to patrol the City during this period for more effective dog control. The Committee therefore recommends that we ask the S.P.C.A. to arrange to hire an additional man for six months from approximately mid April through to September to provide increased patrols and that the patrols be arranged by the S.P.C.A. to cover hours outside of the regular 9 to 5 day worked by the regular S.P.C.A. staff. It 7+ estimated that the cost of the man plus a vehicle would be in the neighbourhovoc of $7,000. for 1974. 2. Violation fees ~ The Committee discussed the violation noted fees which are presently $20.00 for an unlicenced dog and $10.00 for a licenced dog. The Committee feels that the fee for an unlicenced dog should be increased to $25.00 in an effort to encourage more people to purchase licences. The Committee would therefore recommend to Council that a by-law amendment be prepared for this increase in fees. 3. Use of incinerator - Council asked the Committee to investigate the possibility of offering our incinerator for use by adjacent municipalities for a fee. The S.P.C.A. representatives pointed out that this was not practical as all of the adjacent municipalities have their own ineinerating facilities and there is at prescnt some reciprocal use of these facilities, LDP :da
