Pollock, City Administrator We have received the attached correspondence from the District of Burnaby asking the City to support a request to the Regional District to have them pass a by-law that would require member municipalities to levy Regional District tax rate on hospital assessments. The memorandum attached to the Burnaby letter explains the reason for this request. It is my understanding that if such a by~law was passed by the G.V.R.D. the by-law would uot make it mandatory for us to levy the tax rate on hospital assessments but would merely give each municipality authority to levy using either the total assessment for hospital purposes or the total assessment for general purposes. Contrary te the resolution passed by Burnaby then the by-law cannot require member municipalities to levy on a particular basis but will merely give each municipality a choice. The total assessment for hospital purposes is slightly higher than our total assessment for general purposes therefore using the hospital assessment as a tax base would result in a slightly lower mill rate to raise the Regional District levy. In addition it would simplify our tax roll preparation in : : that the hospital levy and Regional levy can be shown as one item which is now required by the Act. It is my understanding that the Regional District Board will be considering this matter and it would be appropriate for Council to endorse Burnaby's recommendation. LDP :da attachments
