Kincolith road half finished

A CHALLENGING $30
million project to connect
the village of Kincolith, at
the mouth of the Nass
River, with the rest of the
Nass Vallcy is on-track to
be finished by the end of
_the year, says a transporta-
lion ministry official.

use local Nass labour on

the. projects.

. But there will be a key
difference between the
continuing Lava Lake pro-
ject and the two on either
side of the W.D. McKay
Bridge.

The Lava Lake project
contract was let several
years ago under the former
NDP povernment which
created an entity called

Highway Constructors Ltd. °

. (HCL). .
HCL required that
people on the project join
labour unions and that they

be paid union rates under a
master agreement used by

HCL.

“That agreement also re-

quired using as much local

labour as’ possible and ~~

called for equity hiring.
Although HCL was
done away with by the
new Liberal government
“after it was elected [ast
year, those provisions con-
_linue on the Lava Lake
project because the con-

tract was signed when

HCL existed.
That won't be so for the

two W.D. McKay-area pro-

jects, said St. Thomas.

“They'll just be regular
~ contracts. There's no more
HCL,” he said.

dule and on budget,” said
St. Thomas of the project
which has been a long-
standing wish: on the part
of the Nisga’a.

Access to Kincoiith
now is-either by air or by
ferry down the coast to

Prince Rupert.

The project is being fi-
nanced through a $5 mil-
lion donation-in-kind by
the Nispa’a and $15 mil-
lion by the federal govern-
ment with the remainder
coming from the province.

from Nass Valley residents |

but some of the more spe-
cialized work, such as that
involving -drilling and
blasting, is . being . done
from people from the out-
side, said St. Thomas.
Large quantities of the
material being . blasted
away for the roadway are

being used as fill where’

placed in the river along-
side of the new section.

That’s to bring up the
riverbed to the elevation
so sedgegrass. can grow,
replacing that which was
taken away for the road,
said St. Thomas.

“We're putting in a ring
dyke on the outer edge of
the sedge platform so that

it doesn’t erode,” he
added.
Other. environmental

work includes measures to
Protect fish populations
where bridges cross rivers
and streams.

Portions of the road will
be drivable prior to official

completion but ill be
blocked off until all of the
road is finished,

An official opening by
the Nisga’a is planned for
late fall leading into con-
struction completion in
December.

Portions of the road go
through grizzly habilat and
money has been set aside
for patrols by Nisga’a con-
servation officers.

Nechako Northcoast,
the contractor looking after

_ toad maintenance in and

uround Terrace and in the
Nass, will be responsible
for maintaining the road,
said St. Thomas.

When complete, the

‘ oad will become part of

the provincial highway
system,
