October 24, 1988/245 A Public Hearing pursuant to Section 956 of the Municipal Act was held prior to the Council meeting of the Corporation of The City of Port Coquitlam held in the Council Chambers, Port Coquitiam, B.C. on Monday, October 24, 1988 at 7:30 p.m. ; Acting Mayor Alderman J.J. Keryluk, Aldermen M.C. Farnworth, M.D. Gates, G.R. Laking, WoW. Stewart and R.H. Talbot in attendance. Also in attendance were City Administrator B.R. Kirk, City Clerk/Deputy City Administrator R.A. Freeman, City Engineer T.M. Chong, Director of Community Planning, W.A. Brown and Parks and Recreation Director K.J. Taylor. ZONING PUBLIC HEARING: Acting Mayor Alderman J.J. Keryluk advised the following proposed Bylaw would now be considered: Bylaw No. 2394 to rezone Lot 511 south East Quarter Section 7 Township 40 Plan 75782 Ner Westminster District This property is located at 3901 Cedar Drive and the proposed Bylaw would permit the construction of a two family residence on the property. Jim Barnes, 917 Richmond Place, is opposed to the rezoning and has concerns regarding the lack of water pressure existing in the area already, flooding problems have occurred and the bridge access is on a dangerous curve at Cedar Drive and Chelsea Avenue. Janet Radelet, 901 Richmond Place, is worried about water pressure as already there is a problem and would like to know who will clean up the mess left in her yard from the servicing of the property which has been left for a year as well as her fence that is almost falling over since this work was done. John Stroka, 3878 Richmond Place, moved in two weeks ago and is opposed to the rezoning as water pressure is low in the area and work done on sewers have left the driveway and fences behind the property in disrepair. Jim Barnes, 917 Richmond Place, advised the property was first rezoned to allow four properties and was then sold. Owneres will not discuss what is proposed for the property, access for one lot is off the PoCo Trail. He asked if the property would be sold as a duplex or as strata lots.
