Ten proposals received Recycle plans flood into RD By CRIS LEYKAUF =~ THERE’S NO shortage of ideas to reduce what's taken to the dump, but the trick is figuring out how we'll afford it. Ten companies and individuals have submitied recycling plans to the Kitimat-Stikine regional district They range from specific aspects of recycling in certain areas of the district to ones that are more general. Only three of the proposals are from local businesses. The Terrace correctional centre is interested in a compre- hensive recycling program, with depots around town and a main storage and sorting centre on its grounds west of town. Inmates would do the majority of the work, wilh some services, such as collection, contracted out. Lloyd and Margaret Hodges want financial help from the tegional district to buy an air curtain incinerator, Wood and stumps would be placed in a steel trough, and natural gas fed in to start a very high heat burning process. “Tt forms a curtain of air that heat and smoke can't get by,”” explained Margaret Hodges. There’s 10 worry about pollution. The ash can then be used for fertilizer, asphalt shingles or to provide traction on snow. Hodges thinks it would be very useful at landfill sites. Vegetable matter and garbage can also be burned this way. For materials that can’t be bumed the Hodges propose using a hammer mill/chipper hog recycler, a portable device which can chop up limbers, concrete and more. “Tt can go through a fantastic amount of material and it has its own feeder,’’ says Hodges. “It will turn concrete slabs into any size you want. Lumber could be made into compost material.’’ Both these machines come with big price tags — com- bined totai of more than $800,000. But Hodges thinks they could be used throughout the regional district, and perhaps even loaned to other districts. Don Sharp of New Earth Services, a new Terrace compa- ny, has a similar idea, He and two partners have purchased a wood waste grinder, It’s the size of a semi-trailer, weighs 52,000 pounds and can take anything from grass clippings to a 7ft diametre stump and grind it into mulch, “—t can reduce wood waste at the dump,’’ explains Sharp. The machine can also take old 2x4s and pallets which have nails in them and separate the metal from the wood. That means the wood chips by-product could be safely used as pulp by the mills, The grinder is portable, so it can also be used to dispose of slash on Jogging blocks, in places or times when burn- ing isn’t appropriate. Old roads and cutblocks can be cleaned up the same way. Sharp is a forestry consultant, and he and his partners bought the machine, valued at $400,000, because they saw a need in the forestry industry. He also feels the regional district will find it useful at dumps. Other interested contractors came from as far away as Victoria, Dave Lindley, of Alpine Disposal and Recycling, says his company oversees waste management contracts for regional districts in a number of areas. In Trail they op- crate & landfill and a recycling depot for the Kootenay Boundary regional district. io ne Thank You Phone: 604-689-0378 ve ig oe James. W. In Victoria, Alpine Disposal organizes a curb side blue box collection program for 15,000 homes, and runs a recycling depot and a transfer station. They also operate out of Kelowna and Grand Forks. Kitimat Understanding the Environment (KUTE) is also interested in oversceing Plans range from curbside reycling to massive machines which will elther burn or grind up unwanted materilal. recycling projects for the district It wants to continue operating its recycling depot in Kitimat, and offer advice on what happens in the region, such as transportation and economies of scale. The Three Rivers Recycling Society in Hazelton is hoping to get subsidies from the regional district to buy or build a recycling centre, It now has only a small storage shed for paper and cardboard, says socicty chair Peggy Muir. The soclety has been sending 20 garbage bags of flyers a week to Smithers for recycling, and have also. looked into recycling tin ‘cans and milk jugs. Muir says the society alsa needs to hire someone to oversee the operation and money to offsct transportation costs. The regional district also received in- formal proposals from Skeena Queen Char- lotte Regional Recycling, JB Services in Smithers and the Smithers Bottle Depot. But highways minister Lois Boone says the programs can’t yet be introduced at the same time across the pro- vince. A legal opinion indicates thal the program mst be in place at the same time across the province, she added, The introduction date is now set for next year. Abuse programs studied A REGION-WIDE study of alcohol and drug treatment programs comes here next month for two public ses- sions. It’s being run by the Dze L K’ant Friendship Centre in Smithers through moncy from tke provincial govern- ment and the meetings are to ask the public for com- ment on information already received, Those doing the study want to know if there are any gaps in the information, what recommendations people might have and how to best tackle the recommenda- tions. The Terrace sessions take place Nov. 15 from 1 to 4 pan. and from 6:30 p.m. to 9:30 p.m. in the education room al Mills Memorial Hospital.
