This isn’t exactly a-report front Parliament Hill, but is more a se port from Winnipeg for I am at the moment in Winnipeg driving back home for the summer. One of the newest additions to Winnipeg is to be the Head Office of the Bank of Western Canada, A bank with a geographically orientated name, 2 head office in Winnipeg and, like most other financial institutions, controlled in Toronto. A few years ago three applica- tions were made for new banks. One was the Bank of Western Canada, another Laurentide Bank, and the other the Bank of British Columbia. At that time the Senate, which contains directors of certain banks, passed the Laurentide and Western Canada Bank Bills, but defeated the Bank of British Columbia. Those vested interest the Province of B.C, should not be allowed to invest money ina bank and, ag this was the desire of the B.C. government at that time, the Bank of B.C. was sacrificed for political and economic expediency. We in the New Democratic Party stopped the Laurentide and Bank of Western Canada Bills when they came to the House of Commons because we felt that all three banks should proceed at the same time, and one should not be put to one side because some Sen- ators wanted to ‘exhibit their pre- judices, Tn subsequent: sessions ‘of Pat. liament, Laurentide Bank dropped out of the picture which left Par: lament with the Bank of B.C. and the Rank of Western Canada. Again we in the New Demo: cratic Party wanted to see both banks proceed at the same time, get Hoyal Assent and become law together so that one would not get an adyanage of time over the other. Those of us who took an inter: est in these matters were faith- fully promised by the Liberal House Leader, George Mellraith, that regardless of when the Bills passed both Houses they would receive Royal ‘Assent at the same time. ' With this assurance, when the Bank of Western Canada came up for third and final reading, we let it pass knowing that the Bank of B.C. Bill was still In Committee and likely to remain there until after the summer recess. ‘At the last minute of the last ‘|i day we found that the Bank of Western Canada Bill had been directors in the Senate said that | TERRACE “OMINECA” HERALD, TERRACE, BRITISH COLUMBIA The following convictions wera |made in.
