ings on the franchise for West-
coast Transmission, it was
charged that higher rates were
being charged B.C. consumers
in order to subsidize lower rates
for U.S. consumers and industry.
The present contract perpetuates
that arrangement.

It is also worthy of note that
the U.S. monopoly, Phillips Pet-
roleum Company, has gained a
dominant position in Westcoast
Transmission through control of
40.5 percent interest. in Pacific
Petroleums which holds more
than a quarter of the gasline
stock. :

Significant in the change of the
company’s control was an an-
nouncement a short time ago that
Frank McMahon was removed
from’ presidency of Westcoast
Transmission and made chair-
man of the board,

In his place, as new president
of Westcoast Transmission, is
Robert B. Stewart, of Bartles-
ville, Oaklahoma, a former vice-
president of Phillips Petroleum.
He is -connected with thelargest
groupings of natural gas and pet-
roleum interests in the U.S.

In view of the exhorbitant pro-
fits being made by the forest
monopolies, ‘‘Is there anything
unreasonable about a share for
the workers which will not exceed
20 per cent of extraordinary
earnings by the corporations?”

The IWA has. also released
figures showing that the wage
cost to produce forest products
has. dropped drastically because
of automation in the last few
years but that wages have not
kept up with this change.

Moore gave the example of the
sawmill industry, in which the
number of employees has drop-
ped by 12 per cent over the
past few years while production
has gone up by 25 per cent.

The union approaches the 1964
contract negotiations with a
strong case for substantial in-
creases, The key now is to unite
the ranks of the union and rally
the support of the labor move-
ment and public in the fight for
the: Gontract demands.

consumers will pay 13.4¢ more for
their own natural gas than U.S.
consumers will pay.

Not impatient
over U.S. base
says Castro

-HAVANA—Dr.
Cuban Prime Minister, said this
week that while Cuba wants Gu-
antanamo naval base back from
the U.S. some day, ‘it is not an
urgent question to make us feel
impatient in any way.?’

He revealed that the Cuban
government had spontaneously
offered to begin discussions with
the Shell Oil Company on in-
demnification for their refineries
which were taken over in Cuba.
<¢A solution is possible if Shell
comes to discuss the matter,’

Asked if Cuba insisted on a
change in the status of the U.S.
leased Guantanamo naval base
before discussing ways to im-
prove the situation with the U.S.,
Castro said:

“The U.S. government would
have to desire such discussions.
In our opionion the United States
is occupying the base by virtue
of a treaty imposed by force,
Legally the position of the U.S.
is very weak.

‘tt is logical that we do as-
pire that this piece of land will
be returned to our country some
day. On the other hand it is not
an urgent question to make us
feel impatient in any way.’?

Castro said it is the declar-
ed policy of the Cuban govern-
ment never to use military force
to try to recover it. ‘*We shall
always go through diplomatic
means and international organs.’’

The United States should end
its aggressive war in South Viet-
nam and negotiations should be
held among the various parties
and forces there to find rea-
sonable settlement inthe interest
of the country on the basis of
Peace, independence and neutral-
ity.

These are the highlights of
the latest statement issued’ on
Feb. 3 by the presidium of the
central committee of the South
Vietnam National Liberation
Front, commenting on the Sai-
gon coup of Jan. 30.

This coup in 90 days, says the
statement, was the way in which
U.S. imperialism hoped to solve
the crisis, contradictions and
disintegration within the ranks
of their hirelings, increase the
puppet authorities’ ability to fight
the revolutionary forces and in-
stall obedient servants.

But the people of South Viet-
nam are more and more aware
that the source of the serious
situation in their country is in
the aggressive war imposed by
the U.S. Once the war stops and
the U.S. withdraws from South
Vietnam, all questions there will
be solved speedily.

The front proposes a mini-
mum _ two-point program for

which all patriotic forces inSouth
Vietnam can join in struggle:

(1) The U.S. imperialists must
stop their war and withdraw all
their troops and weapons from
South Vietnam.

(2) Negotiations among all
parties and forces in South Viet-
nam to seek reasonable measures
for the country on the basis of
peace, independence andneutral-
ity for South Vietnam, and on
the principle that the South Viet-
namese people should solve their
internal affairs in the spirit of
placing the national interests
above everything else.

These two pointse the front
states, would serve as a basis
for other measures concerning
the future of South Vietnam.

Under such a minimum pro-
gram the national liberation front
welcomes all demonstrations of
good will and all acts of collab-
oration with it, shown by various

units or individuals, even ifthey
belong to regional organizations.

The front is also ready to as-
sist and cooperate with all idi-
viduals and units which, for poli-
tical reasons, are threatened with
dismissal by the U.S. imperial-
ists and their henchmen, and
which want to escape from their
sway. ;

Block Socred parks
sellout urges Caron

A call on the people of B.C.
to protest last week’s action
by the Socred government to
divert parkland for mining and
logging purposes was made in
a statement by B,C. Communist
Party organization secretary
Charles Caron.

**No nuclear pattern is requir-
ed to define the real intent of
the Social Credit government in
regard to our parklands than the
step announced by Recreation
Minister Kiernan in the House
last week,’ said Caron.

In a press release the Com-
munist spokesman said:

“Since the provincial election
the government, through one sub-
terfuge or another, has furthered
U.S. monoply control over B.C.
Our vast northern areas with
their great mineral. and timber
resources are made available to
plunder by these monopolies.

‘Not satisfied with this steal
these monopolies have forcedthe
government to make our park-
lands available to them too.

‘‘No amount of talks about
aesthetic mining and logging of
our parks can conceal this
treacherous act of Mr. Kiernan
and his cohorts. Refusal of the
provincial government todevelop
what is perhaps the greatest

parkland in the world—Garibaldi
area—is becoming very obvious.

“Having no qualms about giv-
ing away the gigantic resources
of the Columbia River, why not
Garibaldi parkland?

“It is interesting to note that
in the U.S. a bill has passed
the Senate by a vote of 73 to
12 prohibiting any sort of indust-
rial activities in their park areas,
The people of the U.S. forced this
law against the very monopolies
now being allowed to despoil our
parklands,

‘After reading the view of
Mr. Roderick Haig-Brown, auth-
or and conservationist, on this
matter no one can doubt the
correctness of his stand or im-
pute the motive against the gov-
ernment action. The Communist
Party is fully in accord with
his position.

**Parkland is an extremely
precious resource of a people,
particularly of working people.
We call on all citizens through
their organizations and as indi-
viduals to protest the govern-
ment’s action by writing to Vic-
toria. This is the way the people
in the U.S. blocked destruction
of their parkland; it is the only
way we can do it in Canada,’’
concluded Caron,
