Tender Evaluation
A. Tendered Prices, Conditions and Qualifications
Jack Cewe Ltd. submitted the lowest Tender without qualifications.

Progressive Contracting Ltd. submitted the second lowest Tender and Is 30 percent higher then
the lowest tenderer and also without qualifications.

B. Censtruction Schedule

The Tenderers were requested to submit detailed work schedules in the form of a time bar chart.
Both tenderers submitted the chart. Jack Cewe Ltd.’s chart indicates that the work would be
completed In five weeks instead of the 30 calerider days stated In the Contract Documents.
Progressive Contracting Ltd.'s chart indicates that the work would be completed in four weeks.

As indicated In Jack Cewe Ltd.'s chart, the majority of the roadwork will be completed within four
weeks with the exception of topsoil and seeding, therefore we recummand their five week
construction window Is acceptable.

C. Experience and Reference

Both tenderers are well established and reputable contracting companies in the Lower Mainland,

and they are considered equal in experience and qualification.

Recommendation

We conclude that Jack Cewe Ltd. should be awarded this Contract. Upon your approval, we
wil prepare the Contract Documents for execution.
