V3M 6G2 Attention: Ms. Lesley Brown Dear Lesley: Please find attached the completed FREMP application for supplying dredged fill to the Ministry of Highways in Port Coquitlam. In response to Adrian's letter of March 23 of this year we have modified our unloading arrangements to more closely reflect the standard practise of unloading this type of material along the river. Please see attached unloading diagram and operation description. Testing to,meet the requirements is being undertaken concurrendy with this application. While we expect this material to meet or exceed the specifications, we are prepared’ to accept that the material may not be acceptable for this purpose and another borrow area will be pursued. Our previous application caused concem regarding the unloading procedure, this application should answer the ERC's concerns. Adrian's letter also indicated that we would not expect any extraordinary issues to arise in connection with the dredging itself. It should be noted that the use requirements of the City of Port Coquitlam regarding bonding, insurance and applicable fees will be met prior to the commencement of - Operations. ‘. We currently operate at a disadvantage to our competitors who, when supplying aggregate material from a land based site, are not subject to this approval process. The _uming in obtaiaing approval makes it difficult to meet the needs of our customers who should be able to complete their projects at the best price within their time frames. Delays and uncertainties in the approval process add costs to these projects, many of which are funded by ihe public purse. Should approval be granted to this particular project and it's methodology we would hope that future deposit sites utilizing the same borrow areas and methodology would be approved as a matter of routine. — neh A RA wrehe se
