THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM TO: Me. &.Kirk DATE: March 3, 1987 City Administrator FROM: W. Brown Director of Community Planning 7 ry Request for Day Care of more than 5 children 1964 Fraser Avenue RECOMMENDATION: That this request to operate a day care having more than 5 children not be approved. COMMENTS: This application is to operate a day care business having up to 20 children. The operator, home owner, has circulated a petition requesting support among the neighbours. One neighbour has expressed concern about impact of the oroposal, In examining this request the following problems are noted which has led to a recommendation tor refusing the operation. 1. The operation does not comply with the new Zoning Bylaw minimum lot size requirements for the RS=! zone. In fact the property is smaller than the RS-=2 Smal! Lot Residentia! Zone (old RS=1A zone) which does not permit day care operations having more than 5 children. 2. This property is smal! 10 metres (33 feet) wide. There will be limited separation for neighbours. This narrow width has impact for outside play area and for parking by parents dropping children off, ever 2
