SUBJECT: Bicycle Licence Fees - 1985. RECOMMENDATION: That effective January 1, 1985, the fee for a bicycle licence registration be increased to $1.00 and that the Bicycle Licence and Control by-law be 50 amended. Comes: While it is understood that bicycle licensing is a control and safety measure rather than a revenue source, it is apparent that the current bicycle licence fee of 50¢ is insufficient to cover annual costs of purchasing decals and receipt forms and that no recovery of staff administration costs is made. The 1985 estimated costs of decals and receipts is $470.00 and $230.00 respectively, total $700.00. Approximately 800 to 850 licenses are sold annually. As the current Bicycle Licence and Control by-law has been in place since 1960 and no revision of fees has been made since that time, it would seem appropriate to revise the fees to reimburse the costs incurred. ‘ Estimated annual costs...........$700.00 (excluding staff administration) Anticipated 1984 revenue at 50¢ per Llicence......6.....+.+8410.00 Estimated 1985 revenue at proposed $1.00 fee............$825.00
