Eng., City Engineer SUBJECT: Crosswalks at Two Locations - Public Works Committee, November 16th, 1982 RECOMMENDATIONS: 1. That a crosswalk not be installed across Cedar Drive at Lynwood Avenue. 2. That crosswalk lines be marked in Front of the STOP sign across Kitchener Avenue at Westwood Street. BACKGROUND AND COMMENTS: Alderman Gates brought to Council two requests for crosswalks which were referred to the Public Works Committee. The Committee looked at each location and provides the Following explanation for the recommendations: 1. Cedar Drive at Lynwood is a lightly travelled road. Pedestrians have no difficulty in finding gaps between vehicles in which to cross the road. It is not a particularly good place to cross the road in any case because there is no sidewalk or shoulder on the other side. To install a crosswalk under these circumstances would provide no benefits for the pedestrian but would increase the danger of an accident because it would encourage children to cross without waiting for an oncoming car to pass. An extract from a report on Pedestrian safety in crosswalks is attached for background information. There is a STOP sign on Kitchener at Westwood which provides a measure of protection for pedestrians. However, because of the configuration of the intersection, it is not always clear just where pedestrians should cross or where the driver should stop. Under these circumstances it makes sense to paint crosswalk Lines to direct the pedestrians to one particular crossing spot. OSecause of the STOP sign there is little increa in hazard ko pedestrians.
