Ottawa says the fee will pay for extra securily measures announced since the Sept. 11 terror attacks, in- cluding installation of bomb detec- tion equipment at many airports. But councillors say the flat fee will punish short-haul airlines like Hawkair and in particular small float plane operators along the coast. Toews says, is Hawkair passengers may not see any of the increased ‘security the sur- charge is supposed to cover. “We have received no indication security will change at any of the airports we serve,” she suid. Toews said Vancouver's south terminal has no metal detectors and no room or secure area to install them; let alone for-more complex bomb detection gear. “If it's-a fee tor service we want to know in fact that we will be re- ceiving a service,” she said. Airport manager Rick Reed said more details on actual security changes are expected in April. The surcharge was started by the transport ministry but questions and protests are now being referred to the finance ministry, Reed said. “It now appears it’s a taxation issue,” he said. Flights between communities in Nunavut and the Western Arctic have been exempted from the sur- charge, Reed said.
