The survey was not confined to construction workers but was a scientific sampling, Statistics Canada showed 11.9 per cent unemployed in the Vancouver area during the period of the survey. The large number of hidden unemployed is a matter of specu- lation but there is reason to believe that the figures the survey found are consistently more than the StatsCan figures throughout the Kingsway riding. Add the numbers of underemployed that the survey found and the figure approaches 50 per cent. How much worse must the problem become before answers are found? Clearly, increasing technological change has given us higher productivity but at great cost in jobs. The question is begged — if neither government nor industry have the answers to the social problems that will grow as world competition increases, what is left for workers but to resolve the issues them- selves?
