WHEREAS the surplus cat and dog problem continues to cause unnecessary suffering and destruction of animals; resulting in expensive animal control programs in an attempt to solve this problem; AND WHEREAS spaying and neutering of dogs and — cats is widely recognized as a major step towards solving this tragic dilemma; 7 THEREFORE BE IT resolved that the U.B.C.M. is in full support of any programs involving the spaying and neutering of cats and dogs in order to reduce the surplus pet population problem. as
