THE CORPORATION OF THE CITY OF PORT COQUITLAM MEMORANDUM City Administrator TO: B.Re Kirk DATE: July 20, 1988 FROM: WwW. Brown Director of Planning RE: West Vancouver Letter Transit Commission RECOMMENDATION: That City Council inform the Mayor of West Vancouver that a combination of Alternatives 3 and 35 proposed in his letter are supported, This would involve creating a separate Transit Authority for the Lower Maintand, giving it broader power to determine budget and service allocation. COMMENTS: The letter from the Mayor of West Vancouver outlined the status of the Transit Commission and suggested different alternative futures for it. The Transit Committee of Council have reviewed the five organizational alternatives and offer the following comments: 1, Operate as a Function of GVRD lt ts the Committee's findings that this approach would not be supported by most municipalities. Additionally, it was noted that it would involve dislocation, stopping work of B.C. Transit and starting similar work by another agency. Benefits arising from this alternative would be to streamline the number of special purpose agencies in the Lower Mainland, ie. sewer and water are under GVRD. stab! ish a New Faral lel ANaqency to GVRD IN TY This alternative was not viewed favorably. Setting up another special purpose agency would oniy add another level of authority to coordinate services to the Lower Mainland. i+ was because of the problems brought about by a proliferation of special nurpose agencies that the Lower Mainiand Planning Board and later GVRD took over utility serviceSe eoves/ad 4 a
