BACKGROUND Section 4Ab of By-law No. 902. Council may designate any particular period of time as a cleanup period and upon such a designation being made, garden and household refuse may, in residential fones, be burned outdoors on private property in daylight hours only during the period of time so designated (By-law 1406).
