SUBJECT: Viscount Field Use - PoCo Slow Pitch League Janna Tayloz, Parks a Recreation Director Introduction: The Committee has had the opportunity to meet with the various individuals involved in the issue of Viscount Field use. I would first of all draw your attention to Larry Wheeler's report of 1987 04 13 in which he asks the Committee to adopt the two recommendations outlined at the end of his report. At the Council meeting of last night, April 13'thr 1987/ a petition was presented outlining the resident. 'oncerns in regard to "non-scheduled" adult teams playing at the softball diamonds. Also a concern was outlincc in regard to parking and the use of the ooztable toilet. Comments: It appears that we have a problem with t ams who are not scheduled using the ball diamonds. Another problem which needs to be addressed, is that technically the city has no jurisdiction in patrolling these ball diamonds and asking teams to leave. Recommendation 4. That we maintain the existing situation at Viscount Alexander, i.e. adult play on two diamonds only and no adult play on the two diamonds adjacent to the residents. That a meeting be set up with S.D.I43 officials to sort out jurisdiction and who "an do what and that a report be brought back to Committee. That new signs be posted saying: "Teams with City Pezmits only on these diamonds." Purpose/Problemx The Paxks and Pecreation Committee requested the Department to meet with Ball Diamond users to explox'e possible solutions to the pxoblem at Viscount fields with rega ds to adult use. History/Backaroundx As noted in previous reports„ representatives of the Port Coquitlam Recreational Slow Pitch League were challenging a ruling made in 1985 regarxiing the banning of adults from using some of the Viscount ball diamonds. Representatives of the league have attended botL a Council Meeting and a Parks 8 Recreation Committee Meeting claiming that the ruling is unfair and should be dropped. Citizens from the neighbourhood addressed the Parks A Recreation Committee and have sent have petition to Council indicating that adult play contirues ato small be a problem (although not as serious as it use to be) and the 1985 x'uling should be further enforced. Rather than meeting with all diamond users the department representatives chose to meet with representative(s) of the Port Coquitlam Recreation Slow PitchtheLeague (hereaftex'eferx'ed to as the P.R.S.L.) to clarify what the ob)ectives were that they were hoping to fulfill. Alternatives: yt was felt that there were a number of worthy of explox'ing. The list that follows is not alternatives exhaustive. Leave everything as isx make do fox'98V, and look for scheduling improvements for 1988. Obtain approval for adult use cf all four Viscount diamonds. Convince other leagues to consider giving up some time to allow the (p.R.S.L.) Citizen/Publio Relations Involvement/Imnlicationsl Situations such as this one make it very difficult to find a win-win solution. Any decision will satisfy a portion of the citizens and upset another portion. The .important thing is to explore all option and establish a solution that meets the corporate objective of efficient use of resources ove the long term serves the needs of the majortiyand therefore, of citizens. To alleviate the P .R .S .L . concern oval the availability of diamonds when their league play starts up, we agreed to confirm in writing the conditions agreed to at the diamond allocation meetings. Zn consideration of this it was while suggested that perhaps the adult leagues could to use the Viscount diamonds until mid July, then, for betheallowed of the summer, adults would not be allowed to play on ~an ofrest the Viscount diamonds. This would resolve the neighbourhood concern of having no quiet. time throughout. the entire season of good weather. Conclusion& The Parks and Recreation Committee requested the Department work with the ball diamond users to try and re olve the difficulties related to adult use of Viscount diamonds. turns out the arguement is primarily one of principal and Astheit real concern relates to whether or not the P.R.S.L. will have enough diamonds available for its use when league play starts. This was easily resolved with the department agreeing to confirm in writing, with the leagues involved, the conditions agreed to at the field allocation meeting. Recommendation: Zt is recommended that the attached repor t be accepted for informatics, and that, the field allocation system be r eviewed before the 1988 season 1)and that, 2) the Department explore methods of encouraging the field users to take on an increased role r elative to f ield allocations and community responsiblity. Hlstorv/Backsround: Each year Nary Hill Junior Secondary School hosts a group students i'rom Quebec. Each year, the students spend a good portion of one day in the City of Po't Coquitlam area. Our involvement has varied from year to year dependant and upon budget monies available, etc. This year, April 27th has been identified as the day which the students would spend in Port Coquitlam.
