From the Communist Party of Chile - Appeal to the people The Communist Party of Chile dis- tributed clandestinely, on Oct. 11, one month after the coup, an “Appeal to the Chilean People” of which this is the complete text. The military coup of the llth of September has plunged the country into a climate of terror and of brutal- ity without precedent in its history. The cruelty with which the democratic movement in its entirety and in par- ticular the workers’ movement have been suppressed has no precedent in our country nor in Latin America. The only point of comparison is the mas- sacre unleashed by the coup d’etat in Indonesia in 1965. There is not a single act of the military junta which is not-the abso- lute negation of all that the popular government stood to defend. Those people speak of democracy and they impose dictatorship; they speak of lib- erty and they open concentration camps; they speak of respect to the individual person and they have made summary executions their daily bread; they pretend to defend ideological plur- alism and autonomy of the universities and they have militarized them. In short, a fascist dictatorship has been installed in our country with the sequel of crimes and abuses which- characterize this type of regime. The plan of the coup as put into effect, its beastial methods have a foreign origin. They were brought to the light of day in the offices of the CIA in direct liai- son with ITT and Kennecott. For this effort, a special work group had been constituted in the Pentagon and in the White House. The fascist junta does not represent to the smallest degree either the na- tional or the patriotic spirit. It is anti- patriotic in its essence. It is against the interests of Chile as an independent nation. It is nothing but a fascist ap- pendage in the service of imperialism and of international reaction. The same day as the coup, beside the shores of Chile, maneouvres “Unitas” took place ,with the participation of ships and planes from North America. Several hours after having been con- stituted the military junta declared a, state of siege, attacked the constitution and parliament, after which it has pro- _ Claimed the suspension of Congress until “a new order.” The new order is one which ohe should not expect, since soon after the two chambers were closed and the mandate of the deputies and senators declared cancelled. Those who a short while ago on all occasions and without reason made a great up- roar for the “defence” of legislative power have not spoken a word this time. That is the case with Senor Frei, President of the Senate, and of Senor Pareto, President of the Chamber, who have docilely this oppression. On the 24th of September the junta announced the dissolution of the muni- cipal councils, which, as with Parlia- ment, are elected by universal suffrage. The municipal authorities will hence- forth be “elected” by the junta: They next have decided to name mili- tary leaders as rectors of all the uni- versities without exception. They have equally decided to eliminate from high- er teaching establishments all Marxist professors and to proscribe Marxism from the teaching at university. The autonomy of the university is dead. _ They have organized raids in the purest style of fascism. All the political liberties have been liquidated. There is PACIFIC TRIBUNE—FRIDAY, NOVEMBER 16, 1973—P. no more freedom of meetings, of asso- ciation, nor of oral or written expres- sion. : Punitive operations have reached a Gegree of unprecedented brutality. The civilian population, above all in the areas of the people, have been subject to all sorts of harassments which makes the blood of even the most indifferent boil. Violations in the houses cannot be counted any more. They have beaten people. They have burned mountains of books as in the worst days of Hitler- ism. The shootings can be counted in the hundreds. The siege was completed by another deeree which gave carte blanche to the death penalty. The right of petition.and of strike of the workers has been virtually sup- pressed. The promise of the military junta not to resort to reprisals abso- lutely does not correspond with the facts. The hunting of the militants of all the parties on the left, of the trade unions, of rank-and-file workers, is part of the political reality and the order of the day. Thousands and thou- sands of Chilean patriots. from the most humble friends up to personalities like Dr. Asenyo, who won the national prize for science in 1973 have been expelled from the factories and from their employment for the sole crime of having advanced ideas or of sympa- thizing with them. Witch-hunting does not seem to have any limjt. More than ten thousand Chileans are in jail or confined in real concentration camps, in the national stadium, or on nearby islands. The Blitzkrieg Technique Foreign policy has made a turn of 180 degrees. This has been preceeded by facts never seen before in the his- tory of Chile, such as the attack of the army against the Cuban Embassy and the series of provocations against ships and equipment that was Soviet, Cuban and German, against technicians and specialists of these countries, as well as auxiliary personnel employed by their diplomatic establishments. One also has seen unleased ga chauvinist hysteria against all foreign citizens, a number of whom are professionals of high level cooperating with Chile in the solution of our problems, as well ’ as others who had come to find asylum ~ in our country, who were conforming .to our laws and in certain cases, at the demand even of the governments of Brazil and of Uruguay, which had released them from their prisons in return for the liberation of such and such a kidnapped person, In the face of this accumulation of facts which reveals the inaugauration of a fascist type dictatorship what do the Christian Democrats say? What po- sition have they taken of late against all anti-democratic issues? What have been their conceptions favorable to ideological and political pluralism? We have had the dissident opinion of parliamentarians and Jeaders of the Christian Democrats having at their head such personalities as Radomiro Tomic, Bernado Leighton, Renan Fuen- tealba and others who have remained faithful to their Principles ahd have publicly repudiated the coup and what followed.
