Neighbourhood programs such ag HEROS which operates as part of Block Watch in two of the Cities should continue to be extended to all five municipalities. In order for thare to be effective interagency coordination as well as an effective management of a disaster there must be an effective communications system. Therefore an agreed upon concept which encourages the development of common systerns is essential. Common communication systems, computer aided dispatch systems and SCADA systems (supervisery control and dats acquisition) and computer networks which improve interagency information flow, will dramatically improve our emergency capability. While such capabilities cannot be achieved overnight, having & concept agreed upon at the outset that will lead to this is considered very important. Currently, there is quite # different approach taken between the threo cities for funding of emergency preparedness. This has been apparent in a number of ways from the approach taken by various municipalities towards emergency preparedness week, the HEROS Progrem and for other programs, For a common emergency program to finction effectively thers must be a pre-agreed formula, probably based on population, that ensures “equate funding levels. Clearly the formula cannot apply to everything. However, for those things which would come under the purview of th emergency program, the formula should be spelled out. The geographic area for the program should be tha wame as School District #43. This would maks emergency preparedness and coordination more effective for the municipalities and the School District. Anmore and Belicarra have not participated significantly in the development of this proposal but should be included. This should only happen however, if these communities are prepared to allocate the appropriate resources. It was decided to describe the policy for program operation under the following headings; Program Manager Terms of Reforence, Program Operating Concept, Program Financial Concept and As the principal promoter of disaster preparedness in the sector, the Program Manager would work with the member municipalities to develop and maintain disaster plans as well as establish standards and provide assistance for the preparation of departmental plang. | (TEM P PY.
